You don't need to know the website or domain to block websites. They have filters and programs they can use to blocklist based on keywords / spam scores / ect. It's through a universal block thing so if one network blocks it blocks on their entire software network. My website has been blocked on random university networks many times but theres no way they added my website by hand to all those universities. It's a catch all type system they integrate into their network...
