Even if they were degenerate and promoted nigger culture through Jazz, it was still a hell of a lot more creative than the kiddy drivel they spew out on Amerigoy TV.
This was probably the best cartoon short of the depression era mainly due to it's European vibe and unique message about how stealing food (chickens) was the equivalent to committing a mortal sin. Unfortunately Fleischer Studios, (the company that that created this short) went bankrupt and Walt Disney took over the world of animation. (And influenced modern anime and copyright laws) It would've been interesting to live in a timeline where Disney fell and Fleischer Studios thrived.
As for hand-drawn animation today, I don't think there are any cartoons being produced anymore besides The Overcoat which has been in production for over 40 years and will likely never be finished.
The video description states this:
@Pink Fluffy Cat it's likely the devs of Darkwood used this film as inspiration for their game.

All of this is done with hand drawn elements rendered by Norstein's wife and art director Francheska Yarbusova, cut out into bits of paper and layered between glass for depth and shadow, a painstaking technique partially responsible for the film's 40 year production cycle.
