He probably had some range time under his belt like most people who own guns do. Having shot a similar rifle before, my groupings were very tight despite being inexperienced because that platform has a low skill floor. At the distance he was firing, it is not difficult at all to kill somebody especially when they are all clustered up. The moral implication is the only real block, but he was a mentally ill baby who thought killing innocent civilians would save the white race.

To be honest most mass shootings that have an extremely high kill count are suspicious. It's worth noting that it's most likely mass media overstating victims. I am not talking about long range, even 10-20 feet away it would be considerably harder to hit a shot accurately than say a revolver with a 4 in barrel. It's easy to hit a man sized target at that range, but it's not confidence inspiring considering you'd likely be stressed and don't have much ammunition to work with in the cylinder. Just saying if you get a snubnose, range time is especially important.
