they are actively complicate with it because groups like this use nationalist imagery so it makes the right wing in general look really bad (Esp national socialists) the groomers also use loopholes in exploitation and child porn laws to get away so what's the point of arresting if they will win the case they also tend to make the victims afraid of speaking out or they make the victim do crimes for them so the victim thinks they will get charged (which they actually have before cops care more about punishing victims then the abusers)

i would say 14-16 is around a good estimate for a level fo sufficient intelligence and self-consciousness, if they still fall for it at that age then its a problem of lack of intelligence, but it does not justify any of 764's actions
we all are born imperfect, we all fall for temptation, children are especially susceptible to these kind of temptation and are more prone to fall deeper into these holes, God can protect them by doing what happened here, answering their prayers and rewarding their faith, its not like they're gonna get a mature adult's level of reasoning overnight and suddenly block them and use their 200 iq to track them down and end them
